Description:
Provides year-round energy assistance and energy related crisis assistance for eligible low-income households throughout Utah. The program runs each year from October 1 through September 30. A one-time benefit is provided per year per household, up to two utility accounts. Administers the Utility Moratorium Program to prevent winter utility shut-off between November 15 and March 15 of each winter. For a limited time, those who qualify for utility payment assistance, may also qualify for water and/or cooling payment assistance.
COVID-19 UPDATE: Due to the pandemic, it may take longer than 45-days to fully process HEAT applications. Offices are closed, everything done via phone and email.

After the closing date of April 30th, only Crisis/Emergency applications are taken (48-hour shutoff notice and crisis specific information will be required). Administers the Utility Moratorium Program to prevent winter utility shut-off between November 15 and March 15 of each winter. For a limited time, those who qualify for utility payment assistance, may also qualify for water and/or cooling payment assistance. COVID-19 UPDATE: Due to the pandemic, it may take longer than 45-days to fully process HEAT applications. Offices are closed, everything done via phone and email.

Required Documents
Photo ID for primary applicant (passport, Current Driver's License, State ID, US Citizenship & Immigration Permanent Resident papers), social security cards for everyone in the household, most recent utility bills, proof of ALL household income from previous month. Optional documents may be required based on individual circumstances. If applicable, proof of disability and/or proof of child in home age 5 or under.
Eligibility
Total household income at or below 150% of the federal poverty level. Must be the person responsible for paying the utilities. Household is responsible for paying home energy costs, and must contain at least one US citizen or legal permanent resident.
